CIA AKA Central Intelligence Agency AKA The Agency

An intelligence gathering wing of the United States government formed in the wake of World War II, known informally as, simply, the Agency. The Agency holds fast to no international allegiance, offering assistance to other foreign intelligences and rebel factions in the form of torture training, technical support, and semi-legal-to-blatantly-illegal funding. Unlike the FBI and DOJ, the CIA serves no direct law enforcement function and has no direct federal oversight and, as a result, is often seen as operating outside of the rule of law. As a result, CIA-sanctioned activities have often veered into the controversial/illegal and/or metaphysical. Of its programs, two are most well-known:

MKUltra: a human experimentation program exploring the manipulation of brainstates using LSD, ElektroShock Therapy™, [[sensory deprivation, sexual abuse, and torture. In its first iteration, dubbed Project Artichoke, the program culled unwitting participants from universities, hospitals, and prisons. Under the directorship of the chemist Sidney Gottlieb, MKUltra's central focus was chemical, biological, and meta-physical methods of mind control. Gottlieb's various programs cost the United States taxpayers over $90,000,000 and were almost entirely unsuccessful.
The Gateway Experience: a coordinated and detailed exploration of consciousness and paranormal phenomena. The project was led by the civilian radio broadcaster Robert Monroe and centered on the use of the Hemi-Sync™ sound technology to explore out-of-body experiences and alternate non-physical realms. In 1983, the CIA commissioned the Gateway Process ReportΩ, authored by Lt. Col. Wayne McDonnell - a 27-page document that establishes the true nature of consciousness, lays out the neurological functioning of the brain, presents concrete evidence of non-physical higher planes of reality, and describes methods of accessing such planes in order to telepathically spy on enemy factions.

Aside from the above, the Agency's interests were far-reaching, including the weaponization of animals, ancient interplanetary history, psychic warfare, and covert narcotics trafficking, including the programs:

Project Stargate: an offshoot of MKUltra and the Gateway Experience focusing on the development and weaponization of physic remote viewing techniques.

Operation Looking Glass: a series of experiments involving mental time travel using a cadre CIA-standard mild altering techniques.

Acoustic Weaponry or, informally, Operation "Brown Note": research into the weaponization of sound waves, including infrasonic waves causing nausea and involuntary bowel release.

Operation Mars Exploration: a series of sessions in which various remote viewers described the ancient past of Mars, detailing structures, beings,^[1] and a central cataclysmic event.

Project Acoustic Kitty: a project in which an audio surveillance device was implanted into a CIA-trained, changeling house cat. On the first day of its "mission" the cat, confused, wandered into traffic and was struck and killed by a car, scrapping the project. The project budget was estimated to be around $20,000,000.^[2]

Operation Midnight Climax: a project in which the CIA set up discount brothels in downtown San Francisco and New York to lure unsuspecting men, dousing their drinks with LSD, locking them in a room, and observing their "trips" via one-way mirrors while drinking martinis.

Operation Air America: the CIA covert ownership and operation of a commercial airline^[3] in order to more affordably transport weapons, supplies and personnel. Air America was also rumoured to have illegally smuggled narcotics in the late 1960s as part of the CIA's effort to support anti-communist rebel factions, including the Hmong in Laos.

Operation Bearded Menace: a long-running and startlingly ineffective campaign to assassinate Cuban president Fidel Castro. Efforts (all foiled) included the use of exploding cigars, sabotaged wetsuits and poisoned milkshakes. The program was aborted after over 600 unsuccessful attempts.

Beyond the aborted "Acoustic Kitty", the CIA also equipped pigeons with cameras to conduct aerial reconnaissance and trained dolphins for mine detection and to deliver explosives. Not to be outdone, the Soviet's launched their own marine mammal program. A number of the "trained" dolphins were eventually sold to commercial aquariums, including SeaWorld, post-Cold War. Speculation exists that retired Soviet military dolphins were equipped with acoustic-kitty-like monitoring devices prior to their sale to American water parks and aquariums.
